Move cxx.poptions setting from root.build to buildfile

That's the new recommended way.

Also, remove hardcoded -I/usr/include/apr-1. This should be passed
with config.cxx.poptions during configuration, e.g.,

b config.cxx.poptions=-I/usr/include/apr-1 configure
